**Man Arrested for Targeting Divorced Women in Financial Fraud Scheme** A man from Guidong County, Hunan Province, identified as Zeng Mouzhang, has been arrested for allegedly defrauding multiple victims under the guise of financial investment and cash flow management. This is the second time Zeng has been apprehended for fraud-related offenses. In November 2018, a series of fraud cases occurred in Beihu District, Chenzhou City, and other nearby areas. The crimes, involving large sums of money, pointed to Zeng as the primary suspect. Due to the complexity of the case and the significant financial losses involved, Zhang Jun, the Deputy Mayor of Chenzhou City and Director of the Public Security Bureau, personally ordered an investigation. The case was assigned to the Rucheng County Public Security Bureau for further investigation. On December 4, 2018, key officials from Chenzhou, including Xiao Songbai, a member of the Public Security Bureau's committee, and Liu Kaizu, the head of the Criminal Investigation Division, provided guidance on the investigation, and a dedicated task force was swiftly established. Zeng’s criminal record stretches back to 2008, when he was first arrested by Guangzhou police for fraud. After serving his sentence, he was released in March 2013, but instead of reintegrating into society, Zeng returned to his old habits. This time, with more experience, he adopted more sophisticated tactics. After committing fraud, he would disappear without a trace. Zeng acquired multiple fake identification cards through illegal means, allowing him to hide in areas where he was unknown, evading authorities by using false identities. Despite his cunning, Zeng could not escape the persistent efforts of law enforcement. After extensive investigative work, the task force finally located Zeng in a rental apartment in Ganzhou’s Zhanggong District. On February 21, the police moved quickly and, with the support of local law enforcement, successfully apprehended Zeng. By February 23, Zeng was extradited to Rucheng for further interrogation. Further investigation revealed that Zeng specifically targeted divorced women he knew well, including his former girlfriend Luo Mouchun, who lived with her brother in Rucheng. Zeng reconnected with Luo in 2018, frequently visiting her and proposing a joint investment in an auto repair business. Over time, Zeng convinced Luo to lend him more than 400,000 yuan through cash loans and credit card advances. While Luo awaited the promised returns on her investment, Zeng had already squandered the money on gambling and personal expenses.
